Before May 2014, Florida's Medicaid agency, the Agency for Health Care Administration (AHCA), worked with the Commission for the Transportation Disadvantaged (CTD) to oversee all NEMT services statewide. The CTD, an independent commission under the Florida Department of Transportation, aimed to ensure efficient, cost-effective transportation for individuals facing transportation challenges.
